Disable C2 State cause EPYC lock frequency

I have a dual-socket rack with EPYC 7763(Motherboard: supermicro H12DSG-O-CPU,1TB Ram, red hat 8.7) and follow the official HPC guide to tune the machine. It mentions diable C2 state could improve performance, so I first disable `DF C-States` at bios and used `cpupower idle-set` to disable C2 state for all the cores. But then all the cores are locked at 3100MHz as attached and making the performance so much lower.  EPYC 7763 is supposed to boost to 3.53MHz, so I'm wondering why this happened.unnamed.png
