Curve Optimizer doesn't lower the temperature

My Ryzen 7500F died 2 weeks ago and I sent it for warranty. They replaced it with a new one. I was able to lower the temperature using Curve Optimizer with the old one.... but with the new one, the temperature doesn't drop at all. Power consumption always appears to be 65w. Even if I do negative -30. When I used Curve Optimizer on the old one, power consumption was as low as 45w. I tried to manually reduce the power consumption to 45w, but this time the clock speed dropped to 4500. So... Why doesn't Curve Optimizer work like it used to?
