CPU starts at high speed / ghz then drops when i load something like a game

Hey, when I start my Gaming PC it has an average of 4-3 GHz using a ryzen 7 3700x.  After I load something like a game my speed/GHZ drops so low I cant run anything and the speed/GHz becomes under 1.  I cant load anything what can I do to fix this.  I know somewhat about computers but nothing in depth.

Possibly 3rd party apps/programs activating/running in background, or maybe incorrect bios settings ?

Can you install HWInfo64 or ryzen master and post a screenshot when this happens again?
What is your mainboard and OS?
