AMD Ryzen 9 3900 GHz issue

I bought a new PC (2nd hand) and i got this CPU, I'm having some "issues" with my CPU's GHz, its always at 4.2 GHz, i switched power options from AMD performance to AMD balance but then it drops to 2.9 GHz and wont go above 3.6 GHz.

Is it okay for the CPU to always be at 3.9ghz and above? Even when I'm not doing anything.

I'm using Task manager to look at it,i used AMD Ryzen master but I kinda don't understand it .

I tried to find something relatable to this issue on internet but everyone just says its in power options, when i put it to 5% on minimum and 99% on maximum, it just drops and doesn't go above 3.6ghz, but if i put the maximum to 100% then it just goes back to 3.9+ GHz :/.

zimi69420. Windows is most likely wrong. MS has no idea how to report the clock of a multicore processor. Install Ryzen Master (RM) and post a screenshot. John.
