7900X3D Low Power Draw and Not Boosting

 

Just built a new system and I cannot figure out why my 7900X3D will not boost under 100% load (all cores stuck around 4.4ghz) and will max out at 70w power draw. I've tried undervolting on all cores (-20, -30), messing with BIOS settings, updating BIOS/chipset drivers, etc. to no avail. Any advice would be appreciated.

Just to clarify - not a thermal issue (temps don't exceed 70c) and shouldn't be a PSU issue (brand new 850w gold PSU). EXPO is enabled in BIOS (6000mhz CL30), PBO is enabled.... at a loss here.

emitremmus22, please stay out of BIOS, do a clear CMOS and post a screenshot of Ryzen Master (RM) running Cinebench R24 Multicore. John.
