5950x won't boost

So, I have recently installed my 5950x and I can't get it to Auto boost or at least what I think of when saying auto boost. I also am running it on an x570 E-gaming motherboard from Asus.

I have PBO turned on and set up how I think it should be so that it will work (same way as I had it with my 3600 and it worked great then). I also checked to make sure that Core Performance Boost was also on (says "Auto" for me or "disabled").

Some other info I have is that, it will not go over 1.1V when loaded and actually stays at like 1.08V (running R23), this is at 3.8GHz all core clock that I didn't set. I took two pictures of my Ryzen Master home screen while running R23 and so I'll put some info down below. I have tried manual all core OC in Ryzen master and through asus's AI Suit and both crash at like 4.4GHz, I got one successful run at the frequency too but I imagine with only 1.08V's it was luck that it worked. would crash every time otherwise. I can set it to 4.1 though or what ever.

I don't think that I got a goober of a CPU, its probably something in the bios that I just have not set up correctly and so I'm looking for some help.

In short, frequency and voltage won't adjust on their own for the cpu to boost. Thanks for reading.

I am having the exact same issue. 5950X on an ASUS ROG STRIX X570E-GAMING mobo.
