3970x power loss

I have a 3970x that seems to lose power even when idle I can boot into windows but will eventually get Memory code 00 then memory test will hang. I initially thought it was my ram but I checked with a new stick today and same thing happened. I checked the probelt on my MB and when it crashes out vcore shows 0 on multimeter. Could this be bad seating of cpu, bad MB or bad cpu? I did reseat cpu initially and it worked for about 12hours then the problem started again.

The probability order:

1)  Bad RAM.

2)  Bad motherboard.

3)  Bad CPU.

Note that "bad" RAM could just be incompatible RAM.  Your memory is not on the QVL for that motherboard.

I tried different ram from the QVL and also a different motherboard and have the same problem but it eventually went from booting to straight to memory code 00 as soon as I power it on. I have contacted AMD about the cpu
