Windows balanced power settings (5900x)

Is there any reason when using the windows 10 balanced power plan that when my PC is basically idle the CPU bounces between 3.6GHz & 4.8GHz? or is this normal?

When I put it in to power saver it goes down to 1.72GHz and unsurprisingly runs a lot cooler (at same fan speed) & uses less power.

My only issues with Power Saver is that it doesn't step up in all games, so manually changing between power plans is a pain

I'm using a 5900x on an Asus Strix x570-F gaming.  Chipset drivers 4.03.03.431

The problem may be other 3rd party oc/fan control/monitor apps, too many hooks into the sensors.

Uninstall them (including mobo software) and recheck.
