Why when system idle and use High Performance Power Option on Windows the Ryzen 2400G clocks only 2.899MHz?. It has 3600MHz base clock.

Why not clocked always at 3600MHz? Is this called throttled when idle?

HWinfo64 SS ran for  3 minutes
