My processor (Ryzen 5 3600) always work at high clock speed. My settings in power options is balanced but my CPU speed is always about 4GHz but utilization is very low as u can see on first picture. If I put power options on high performance situation is the same like on balanced as u can see on second picture. But if I put power settings on power saver speed never go higher than 2,19GHz as u can see on third picture. I never overclocked my CPU and don't know how to get lower clock speed when I don't do anything on my PC. Ithink dhis is a waste of energy and unnecessary heating CPU. Temperature is the same when I don't anything like when i play games as u can see on fourth picture.

What i did to fix:
1. Download from AMD Driver for chipsset
2. Set power plan AMD Ryzen balanced
3. set powet plan settings and set maximum speed 100% and minimum speed 5%
4. Turn ON in Bios settings AMD cool&quiet
This is help for me and Clocks start's drop down when i'm in idle
Thank you for trying to help. I did every step except last, I can't find AMD Cool'n'Quiet options in my BIOS. My motherboard is ASUS B450M-A. I updated my BIOS yesterday to last version and there is no AMD Cool'n'Quiet. But with first three steps I see some improvement, now my clock speed is betwen 3,7GHz to 4Ghz. But voltage is still too high it's around 1,4V. Is there anythng I can do?
Try look in cmd options in bios Every motheboard have cool and quiet. This
option will fix 100% your problem. Go to youtube and check how people OC
Cpu on Asus b450 an ther you find this option. Propably it is hide option
in asus bios or try Google.

Don't do any steps everyone describes above. Don't touch AMD Cool'n'Quiet options in BIOS. It has nothing to do with your problem. Just enter BIOS, choose Tweaker, find and open Advance CPU settings, then open Core Performance Boost and set it to disable. Your CPU will work at steady frequency without any boost or high drops up and down. Cheers!
