Most electronic parts such as Transistors and CPU chips are made from Silicon. The same element used to make glass.
But to make the various Silicon based electronic parts to work in various ways, the Silicon is injected with "impurities" during the manufacturer's process.
These "impurities" is what gives each different type of silicon based electronic parts its distinctive operating characteristics.
As for the materiel made for the Integrated Heat Sink (IHS) of the CPU it is generally made with Copper or Copper alloy with a nickel plating.
I googled to find the information. If you do the same thing you will find out that most CPU's IHS is made of copper and also possibly Aluminum, which are excellent conductor of heat and plated over with Nickel.
Plated means that by a chemical/electro process, nickel is coated on the copper IHS.
Nickel when polished looks like silver.

But why do you say the IHS CPU is made of copper but is silver in color ?
