Description of Original Problem: I just swapped my processor and now windows is stuttering and locking up and crashing.
When Windows 10 loads up the password screen and loading the desktop is very stuttery, it just locks up for a fraction of a second repeatedly.
For example if I try to wave my cursor around the screen on the desktop just after logging in it's like I'm getting extremely bad FPS in a game.
It goes through periods where it "settles" and I can use a program like Firefox like normal, but if I execute a new program or ctrl+alt+del to get the taskmanager it freezes repeatedly for a few seconds and/or completely locks up and crashes causing a system reboot. Trying to use any intense application results in the application crashing or the entire system crashing.
Troubleshooting: Enabling/disabling EXPO does nothing, enabling C-states does nothing, changing PPC adjustment does nothing, changing PSS support does nothing.
Is this some crazy scheduler/latency problem because of having 2 CCDs?
