ryzen 9 5950x cpu usage utiilization spikes from 10%-100% constantly in idle

That's alot of threads and processes.

Along with a boatload of thread running, something is pounding your drive.  Take a look on the Processes tab of Task Manager and sort it by CPU and also by Disk.  That should let you figure out what's doing all that activity.  Since you mention "in idle," I'd guess it's some background processing for Windows.  But, nothing it does should be putting 100% loads on both CPU and disk (I'd have guessed indexing or virus checks -- but I have no actual basis for that).

I myself run a 5950X but never found this kind of behavior and I’m a guy who has a hardware monitor on my 2nd screen. 

Only time my CPU goes to 100% utilization is on premiere or benchmarks. 

I suggest you check for viruses or if you are too lazy for that and don’t have anything important on your drive just do a fresh install of windows.
