I would like to know, since the turbo boost of my Ryzen 9 3900X CPU is supposed to reach 4.6 GHz, now it only reaches 4.2 GHz, if it was possible to do something to increase the frequency a little, would it be fine for me to set too PBO (I don't know how to do it), I've heard around, to easily increase performance.

I'm sorry to say but you have two weak points there you need to solve in order to get higher boost clocks.
The first is your cooler, seems really not adequate for a 3900X. If you don't have temperature headroom to spare, it won't boost further.
In that regard, the same goes for the board, judging by the looks of that power delivery, you could be hitting a wall there too.
Let me give my previous example: I had a 2700X on a RoG B450E with a strong power delivery and running with a 240 AIO water cooler, with that, I was able to go way further than the highest advertised boost clocks using PBO.
Can temperatures are you getting under full load? Stress testing i mean.
What stress test should I do?
Any CPU stress test would do but judging by your cinebench post, you are hitting the full 4.6 as advertised, so its actually doing great even though there are some hardware limitations.
From where are you reading your clocks, the usual way i mean.
I would also consider doing several runs of cinebench to check if the results are consistent between runs. OCCT can be nice during 1h or so to spot thermal throttling, which leads to decreased clocks.
"Why several runs and not just one"
Its called stress testing so you can put the pressure on and to heat soak the system, this will allow to see if your cooler is up to speed during prolonged sessions.
