Ryzen 7 5800X3D is stuck at 3.6Ghz

I just got a new 5800x3d and after a little while i saw that it isnt boosting over 3.6 ghz, even under heavy load. I updated my bios to the latest version but it didnt help. My core ratio is stuck at 36 and i cant change it. 

Maybe somebody over here knows what to do

Load optimized defaults (from bios) and download latest chipset drivers for your cpu. Test your clocks with hwinfo or similar software from windows, while using benchmark.

5800x3d is locked it won't take overclocking parameters it is the one drawback of that cpu.  XMP and good cooling is best bet to squeeze performance

Your core voltage is below 1.2v. I dont know what is normal for 5800x3d.

I have 2700x and b450 tomahawk max with old bios and my vcore voltage is around 1.45v.

Name of your motherboard?

I got a Strix b550 

I saw that the voltage is low but i cant change it

The base clock is 3.4MHz which is what should show in bios info, you've made a change somewhere you should not have done.

Reset CMOS (remove battery for a couple of minutes), and double check mobo manual bios instructions when setting it up again.
