I recently bought an laptop with a Ryzen 6850U. At idle speeds it's fine, but it won't boost past ~3000 Mhz under load and it stays at 0.880 V. If I run cinebench and monitor with HWinfo64 it says it's drawing around 25W, has 99% CPU utilisation, and temperatures sit around 80 C so it's certainly pulling power and doesn't seem to be thermal throttling, it's just not increasing voltage and boosting clock speeds.
Basically it seems stuck at this voltage. I've updated the BIOS and all drivers, no change. I've changed the power plan to full performance and allow max CPU utilisation and no change.
Is this a faulty CPU or is there a setting of sorts that might be preventing the CPU from increasing voltage?
