I have problem with my CPU - Ryzen 5 2600 (not overclocked), paired with RTX 2070 and 16GB ram 2800MHz. It has performance much below average, in GTA V in empty online session you often see 50 fps. That shouldn't be a thing on PC like that. Funniest thing is that when I paired it with GTX 1660 SUPER from my friend It had much better performance, like 50 fps more! Same situation when I put RTX 2070 in PC with I5 8600 and 16GB ram aswell it had normal performance like it should be, GTA was running in 100+fps, on higher graphic settings (I play on MSAA X2, on I5 we set X8). Temps were always normal (65-75 degrees on CPU, GPU 70-74), drivers were updated. In other games low performance issue also occurs but not that much as in GTA V.
The question is why that 1660 SUPER is faster than my RTX 2070? I think it's not ram frequency issue becuase ram in my friend's PC is only faster by 200MHz. Is it the problem with CPU or GPU? Or anything else could be the problem?

CPU: Ryzen 5 2600 (stock)
GPU: MSI RTX 2070 GAMING Z (stock)
PSU: BeQuiet Pure Power 11 600W
MOBO: MSI B450 GAMING PLUS
RAM: Crucial BallistiX 2400 Mhz (OC 2800Mhz)
DRIVE: SSD for both system and games (128GB and 1TB)
Go to the Userbenchmark website and test your system. Share your result.
Uninstall old drivers with DDU and install tle latest nVidia and try again.
AMD Ryzen 5 2600 is already on the best CPU list...
What's the maximum thread usage in the game as shown by Process Explorer? What's the GPU usage at this time?
I took a look at GTAV performance on a system with Ryzen 2700X + RX Vega 64 Liquid and Ryzen 2700X with Nvidia Palit RTX 2080 GamingPro OC here:

Just FYI, in my opinion, the OP is not getting "complete garbage performance" from their R5 5600X processor and RX6800.
The R5 5600X should only result in a 4% performance advantage at most versus the R7 2700X on that game at 1080p.
The AMD RX6800 GPU is giving a large performance boost versus AMD top end RX Vega 64 Liquid.
The AMD RX6800 GPU is giving a significant performance boost versus Nvidia Palit RTX 2080 GamingPro OC.
But the above is my opinion, not the opinion of the OP of the thread.
I have not seen a response from them w.r.t. my analysis.
You should be able to use my numbers to compare to your RTX 2070, but you would have to set the Benchmark Settings as described in the thread.
