Ryzen 3700X sold as new has apparently-used cooler

I bought a new Ryzen 3700X on Amazon (sold by Amazon, not a third-party seller). The CPU was in a security-sealed retail box, and the serial number on the label matched that on the CPU, but the thermal paste was not intact on the cooler, which makes me wonder if I got a used cooler and possibly CPU.

Am I correct in inferring that this cooler is used? If so, why would a used cooler be in a sealed AMD box, and what should I do now?

I arranged to return this to Amazon and buy a new CPU & cooler locally. I still would be interested in knowing how this could happen.

Looks like someone touched the paste when the cooler was removed from packaging,it's never been installed. so apply new paste and install,will be fine.
