please need help i have this 10 pcs ryzen 3 build in my shop. my problem is, it suddenly black screen that stays 1-2 sec for how many times when the pc is on. I've already updated the drivers and changed already windows build from windows 10 1803 to 1809 but its still occurs. here is the specs

Try installing the chipset drivers A320 Drivers & Support | AMD then go into the windows power/sleep settings - additional power settings - additional power plans, select AMD Ryzen Balanced. I am driving a 4k monitor with R3-2200g and was getting same issue, seems to be working so far.
I am having a similar problem where the screen will occasionally go blank for a few seconds, then go back to normal. This happens whether I am just using Windows 10 or playing Kerbal Space Program. I am running BOINC in the background 24/7, for what that is worth. Just today I also had a "static" screen for a few seconds, but that is even rarer.
My system temperatures are fine (60-70 deg C for Tdie, ~40 deg C for Vega 8 GPU).
My system is:
-Ryzen 3 2200G. Boost is not on, so I am only at 3.5 GHz
-ASRock B450 Pro4 (3.10 BIOS, updated recently and still having the same problems as before flashing)
-G. Skill FlareX 16 GB RAM (2x 8 GB, 3200 speed, set to run at 3200 through BIOS).
-WD Blue 3D NAND SATA SSD, 500 GB
-Seasonic Focus Plus 550 Platinum PSU
-Be Quiet! Silent Base 601
-Windows 10 Home
-No discrete GPU
-HDMI cable connection to Samsung monitor, 1080 resolution, 60 Hz.
-I'm on the latest chipset and Radeon drivers as well.
-I did not see a "AMD Ryzen" power plan in Windows 10.
sir i fixed it.. the main problem is the power supply. try to change your
power supply i guess.
Was you able to fix this issue finally ? I've encountered the same issue - no stable output on 4K display through HDMI when you update to the latest AMD drivers. But works with Microsoft Basic driver. I've not found any strict solution for that issue unfortunately. Chipset driver, BIOS and Windows have latest variants.
Sorry, my problem was a bad HDMI cable. I forgot the one I was using was spotty in the past. I changed the cable and I haven't had the problem since. Best of luck!

Yesterday, I was able to fix the original issue. Unfortunately, I have no idea how exactly I fixed it.
After I had all latest BIOS, drivers, Windows updates installed, my 4K Dell display remained blinking and was no stable video output. I've tried to install older AMD Radeon driver pack like 18.1.1 and eventually update to latest one. I can say that with older drivers situation is even worse. First of all I've overclocked my memory to 3000Hz (this is edge frequency on which it works stable). Then, I've installed latest 19.8.1 (12 of August 2019) drivers pack and connected to my PC through TeamViewer and started playing with Radeon Adrenalin display setting. I've tried various combination, but it seems on some step when I've triggered switch "GPU scaling" to ON, my video signal became stable. Now everything works fine.

Kingston DD4 2x4GB 2400 MHz HyperX Fury (overclocked to 3000 MHz) THAT MIGHT AFFECT VEGA DRIVER and makes it work more stable !

I'm glad you got it to stabilize. Have you checked if there is a firmware update for your monitor? My Samsung monitor stopped working once (before I posted in this thread) and would not provide a display, even though monitor controls seemed to work (switching between HDMI and DVI, etc). I found online that other people had this error and just needed a firmware update in order to get the monitor to work again. I know the problem I had then is completely different than what you have been experiencing, but it may be worth looking into to see if it helps.
