My RMA request got approved but I don't have the wraith spire cooler, I misplaced it, can I just send the CPU? or it won't work that way?

You don't need to send the cooler, actually, AMD asks you to don't send the cooler.

At the end of the page (Shipping Guidelines n. 3) you can see that AMD asks you to "Avoid sending the heat sink and fan".
