I have Windows "Balanced" Power plan and when I click on "Advanced Settings" it has a small link to "Restore to Default".
Go to your Ryzen Power plan and click on "Advance Settings" and see at the bottom if there is a small blue link to set it to "Default".

NOTE: As a last resort you can delete the Ryzen Power plan and install again by running the AMD CHIPSET package again.
