I am using a R7 5800X3D in an ASUS TUF X570 Plus, 48 gb 3600 c16 trident ram, and an RX6700XT overclocked, 750 gold psu.

I haven't been able to modify the clock speeds.

My Adrenaline overlay is showing the CPU clock speeds are only 1.4 to 2.2ghz while playing Modern Warfare II, live streaming and listening to music in the background.

No Studdering, in fact, I am streaming with Streamlabs at 6000bps 1080p60 to Twitch and YouTube at the same time, and my game maintains a consistent 95 to 130fps.

I need to figure out how to get this 5800X3D up to its 4.5ghz. 

What can I do?

I would run HWinfo64 and then run a game or Cinebench R23 single core benchmark and look at peak frequencies to see if it is boosting properly. You will not see 4.5ghz in multicore as that is the single core boost. 

If you do this and it doesn't show that it is boosting properly, I would look in the BIOS for Turbo Boost and make sure it is enabled. AMD Confirms Ryzen 7 5800X3D Is Not Overclockable | Tom's Hardware (tomshardware.com)

Also make sure your Power Plan is set to "Maximum CPU Power: 100%". Turning it any lower will disable Turbo Boost, and it will only run at base clock frequencies. Keep me posted as I might be missing something.

Update bios and load optimized defaults from bios. That worked for me and use balanced power plan (Windows), i think that is recommended by amd.

Load chipset drivers from amd website.

Good advise from cpurpe! Cine r23 multicore boosts about 4,2 - 4,3 and singlecore should boost 4,45, thats normal. 4,55 is also achievable. Those are with 240 aio.
