R5 3600X never boosting above 4.200 ghz
So.. even when i enable PBO and stuff it never boosts above 4.200 but when i manually OC ALL CORES it can easy run 4.250 without any further tweaks so...
whats wrong ? also PPT EDC and stuff seems never to max why ?

From my experience in a Ryzen 3000 series hard caps at around 4.25GHz it has to do with the RAM settings. If you enabled you RAMs XMP profile via DOCP, then your infinity fabric and north bridge likely aren't scaling which breaks boosting.
You have to navigate to the AMD_Overclocking section in your UEFI settings and set your memory clock there as well. Make sure it matches same the one set on the main page by the XMP profile.

Infinity fabric is 1800 set for 3600mhz ram.
