Good afternoon.
I recently bought a Ryzen 5600X processor. A few days ago I installed the HWinfo64 program to see how everything was going and if there was a problem with anything. And I have realized that the processor is limited or set to a frequency of 4200Mhz. In theory, this processor is 3.7 base and 4.6 turbo, but the processor is always at 4.2 and is set as the maximum speed. Whether opening games or whatever you want, go beyond 4.2Ghz. I've gone to the Windows power settings and I have it at 100% maximum usage, and nothing. The processor is mounted on an Asus b550 Plus Wifi 2 motherboard. I don't know if I have something on the board configured wrong, if I have to activate something or what. But I'm surprised that it doesn't even go to the minimum clock, nor does it reach the maximum.
Here I leave a screenshot:

I put some screenshots of the BIOS, because even in the bios it recognizes it as 4.2Ghz. I don't understand... And I haven't done undervolt or oc or anything. And the board was assembled new from the store and updated to the latest version of Bios. And instead, the 5600X detects me at 4.2Ghz and not at 3.7, which is the base frequency. Not at 4.6 either, which is the turbo... And I look through the bios, and I don't see a way to change this.
I attach screenshots:
