PC Processors

Newbie to PC build 3200G question.

I've built first PC for daughter:-

3200G / msi Tomohawk Max II / 32Gb Adata 3000 ram / WD Blue 500Gb nvme / Windows 10 (latest).

Have Windows set to AMD balanced power plan.

In bios have enabled xmp1 which put ram to 2933/66Mhz and enabled the msi Game Mode which apparently adds about 450Mhz (to processor I presume.

My question is, why does processor max out at 3800Mhz? It does it on single, and multiform tests with cinebench. 

Ryzen Master shows ccx at 4000, which I presume is the boost speed, but it never gets past 3800.  Is this due to the memory xmp1 setting for 3000Mhz ram? Does it only boost higher with faster ram?

Apologise for what are probably dumb PC building questions. I am new to this, and Internet info is quite confusing.

Problem solved.

Updated bios to H50 and now all cores hitting 4.05Mhz at about 10degrees lower temps and much lower CPU Wattage.

On cinebench R23 all 4 cores held at 4.05Mhz hitting 60degrees max.

Jobs a gud un.
