My Cpu EDC to high

I've recently made a new build with a 2600x,In Bios CPU settings I have precision boost overdrive and core boost auto,Ryzen master show me edc 97% its to high.

when I disable overdrive boost and core boost  i have 60% edc,

its a glich? how I can fix it? (all drivers updated)

My spec

Case - InWin 101C Mid Tower

MB   - MSI X370 Sli Plus

GPU - MSI R9 390 8GB Gaming OC Edition

CPU - AMD Ryzen 5  2600X

Ram - Corsair Vengeance RGB 16GB 2x8 DDR4 3200MHz

SSD - Kingstone SSDNow V300 120GB

SSD - ADATA  SU800  120GB

HDD - Seagate Barracuda RPM7200 500GB

PSU - InWin Commander III Desert Fox 800W +80 Gold

Liquid Cooling Kit - Gamer Storm DeepCool Captain 120X

First go to  Bios disable precision boost overdrive and core performance  boost.

after save and restart pc.

After restart in windows go to Control Panel\System and Security\Power Options\Edit Plan Settings (Amd Ryzen).>go to advanced power settings>choose processor power managment>minimum processor state and set it 5%.

After restart PC go to Bios again and set precion boost overdrive to amd default and core performance boost set  auto.
