Minimun Processor States

so ive noticed Recently That My processor Runs at Full speed even low load as 2%,

It would consume more energy and runs the cpu at max freq for no use,

So ive set the minimum processor state to 5% it solved the problem but,

after doing some research on internet about this it says minimum processor state at 5% introduces core parking which is apparently bad,

So what should i do now setting the minimum at 90% would unneccessarily run the cpu at full speed at consume more power and emits heat.

If any cores are parked, they will show as "parked" in Resource Monitor, and setting the minimum processor state to 5% does not cause cores to be parked. As you can see, I use those settings, the CPU's lowest speed state is 2.08ghz, and none of my cores are parked.
