Low CPU usage (Ryzen 7 5800X3D)

Hello, as of recent I've been having an issue with low CPU utilization in games. I don't really play many demanding games, but I do notice this issue with COD MW2 2022. I believe as a result of the low utilization the game is stuttering/lagging pretty frequently. I've also noticed an issue where watching videos on my second monitor I will have staticky glitches pop up pretty frequently, though I'm not sure if this issue is related to my CPU. All of my drivers are up to date, I deleted any NVIDIA graphics drivers from when I switched from a 1070ti to a XFX 6900XT. I never noticed these issues before when I upgraded so I'm pretty stumped as to why this would be happening now months after upgrading the GPU and CPU.

My system specs are
XFX 6900XT
Ryzen 7 5800X3D
B350 Gaming Pro Carbon
32GB's Corsair Vengeance DDR4 RAM
Samsung 850 Evo SSD
HDD not sure (I didn't build this computer only upgraded it)
EVGA 600 Watt 80+ Bronze PSU (I know this is way under the recommended wattage for my specs which I plan on upgrading but again these issues are only recent so I doubt the PSU is the cause)
Windows 11 Home

I appreciate any help as these issues are annoying and I haven't a clue on how to fix them and the internet only gives me solutions I've already tried and haven't worked.

A 600W power supply is nowhere near powerful enough for that build, get at least the min. recommended wattage by XFX (a known brand gold rated).

What was previous cpu model & what windows power plan?

What cooler on the new cpu?

Yes I am aware of the power supply issue. The previous cpu I had was a ryzen 5 3600X and currently on this one I have a thermalright PA 120 SE on it. Power plan right now is on high performance.
