The traditional mobile space doesn't have the form factor, cooling ability, resources to take advantage of it, and budget range to accommodate a Ryzen 9 chip, you would have to look at the ultra high end ($4000+) niche market desktop replacement laptop sector which use desktop components, like the Alienware Area-51M which uses a desktop Intel 9900K, and even that machine barely has the ability to keep the 9900K cool much less a Ryzen 3900X whose power consumption can exceed the 9900K's.
