According to AMD Spec you can change the TDP wattage of your processor:

There is a laptop Ryzen Master type clone called Ryzen Controller at Gitlab that might be used to over/under clock your APU processor.
But I highly suggest you don't mess with your AMD APU processor's parameter to overclock it. Laptops are engineered to work within a strict Temperature and Power ranges.
If you overclock the APU processor you will probably exceed either the Temperature or Power range of your laptop and may end up damaging it plus voiding your Laptop Warranty.
Best is to configure your APU processor to its highest TDP rating of 54 Watts which will do the same thing as safely overclocking your APU processor while staying within its Temperature and Power ranges.
