Hi everybody!
I apologize for my English since its not my primary Language and i am fairly new to this forum ,just came up here out of desperation and frustration.
Could anybody please guide or explain please why am i having Throttling or better refer to it intermittent short freezes on my Threadripper 1950x while simple browsing on my pc ?

Im not a pc expert but as far as i concern this is not how logical processor loads should look like all the time on the cores 11,25,32. my power consumption is also high for idle according to the Hwmonitor .
my idles are never passing 40 C and under normal load i can feel typing, moving mouse cursor around does not feel smooth at all.Also cpu speed feels unnatural since it can glide from 3.2 ghz to 3.4 and even 4.1 very rapidly as well as voltage consumption without long term adhesion at the point where it feels stable to work with.

Cpu : Threadripper 1950x.
Cooler : NH-U14S TR4-SP3
Gpu : Evga rtx 2080 ti ftw3 ultra
Ram : CORSAIR Vengeance LPX 32GB (4 x 8GB) 288-Pin DDR4 SDRAM DDR4 2666
Boot Storage : Samsung 250gb Nvme M.2
Hdd:Wd Black 2 Tb
Psu: Corsair rm1000x 1000W
note ; i never overclocked this unit.
