Inconsistent and High Idle Power Usages for Threadripper Pro 3995WX (Lenovo P620)

I purchased a wall power meter and used it to measure the power usage of my workstation (Lenovo P620). And the monitor was not included in the measurements. I found very interesting idle behaviors of the 3995WX processor.

All the observations and measurements are done after logging in the Windows 11. The only application opened is Task Manager, as I have to use it to make sure everything other than task manager itself consumes 0% CPU. Then I would close Task Manager and use Hwinfo64 to check the power usage.

When cold booting the system, it is of high possibility that the CPU will idle with higher power usages than what I expected. For example, the CPU package power can be around 130W and wall power meter shows around 260W. See the video here: https://youtube.com/shorts/OExSYy1puek The maximum I observed is around 150W CPU package power and 300W wall power. And that isn't a rare occurrence.

When I try to warm reboot the system from Windows 11, the next boot up will very likely to fix the idle power issue, where CPU package power can be around 70W and the wall power meter shows 200-W. I guess some may think the Hwinfo64 itself could be the culprit. However, this is just a tool I use to show the problem. I usually does not rely on task manager and hardware monitoring applications to judge whether the idle power is normal. I can make the judgements simply by the wall power meter and CPU fan noise.

While this happens very often with the Windows 11, I do see this happening with Ubuntu 22.04 as well. It is just very rare compared with Windows 11. If this behavior is not OS specific, I would think perhaps the BIOS or the processor itself had some problems.

I am posting to the AMD forum to see if there are any experts to help. Or there are other users that have the same experience.
