I purchased an AMD - Ryzen 3 1300X 3.5GHz Quad-Core Processor and touched the thermal heatsink on cpu fan, am I still ok to build??

When taking the processor out of its package I accidentally touched the pre applied thermal heatsink on the CPU fan and was wondering if I would still be ok to build. It's just a slight touch on it not a major smudge or the removal of the whole heatsink. Any advice would be great!

By "Thermal Heatsink", do you mean the Thermal Paste that came pre applied to the CPU Cooler heatsink?  If so, as long as the Thermal Paste still covers the entire surface of the heatsink without any gaps, in my opinion, it should be okay. If not, remove the thermal Paste using alcohol and apply new Thermal Paste if you have any doubts.

Install the CPU Cooler on the CPU and power up. If your CPU stays cool during idle than the thermal paste is working normally. But if the CPU is running hot, then you may have to remove the CPU Cooler and apply Thermal Paste again.

If the CPU checks good at idle then try it with a heavy load, like playing a game, to see if it overheats. If it doesn't then it should be okay.
