CPU: Ryzen 9 5950X
MB: ASUS ROG Crosshair VIII Dark Hero
Cooler: NZXT Z73 
Ram: 3600MHZ corsair 

So i am really new to amd and its been wonderful! but ive been running into several problems.
first my CPU when idle runs pretty high 60 C. and this is where the second problem is, idle it runs around 4800MHZ
but when i turn on PBO or even auto overclock and stress test it my CPU start going down terribly. PBO it goes down to about 4625MHZ and then if i do Auto Overclock it goes all the way down to 4200MHZ. which is confusing. and while gaming, streaming anything i do that is meant to be at a higher clock speed it runs down all the way to 4600MHZ when i even keep PBO and auto overclock off. 

and as well i had a problem from the start where when i have my mouse AND keyboard into my MB they will disconnect randomly. but then when i got my PCIE USB hub it now doesnt do it when i have my keyboard plugged into that and my mouse into my MB. and recently when i have my camera plugged into the USB-C it will disconnect and bring my CPU to 100% for a second then it will cut my audio for a second and make my PC freak out. so if anyone can help it would be great

Hey, as for the CPU, its throttling.

You should check your AIO if its OK at all.
Have you put enough/or too much thermal paste?
Did you peeled off the protective sticker?
Make sure the Pump is below the top point of your radiator.
Put the Pump to maximum and hear if its working properly

Check other factors, fan airflow, your ambient room temps, what kind of case you have, try to undervolt, etc..

The fact it wont lower the frequency its because of the energy profile, you must have 100% in the minimum processor state.

The USB Disconnects was a flagged problem in the RoG Foruns, go to RoG Support Foruns to check it out and update your BIOS.

have you tried just running at system stock/default?  Install something like HWMonitor to track temps at idle and under stress. 

have you tried running a virus scan and malware bytes scan?  I had a similar issue where my USB interfaces went haywire because of malware, it wasn't obvious until I did a scan, removed offending malware and then everything returned to normal. 

then there is the other basic things, like checking airflow, enough thermal paste, fans kicking on, etc...
