Help, Overclock is Permanent!

Hey,

Months ago i had built my pc.

Ryzen 7 5700x 3.4ghz base and 4.6ghz boost

Radeon rx 6800

Asus Prime b550 plus

Corsair x650 psu

Corsair vengeance lpx 2x8gb cl18 3600mhz

Kingstin skc3000 1tb nvme ssd

I overclocked my cpu that time on multi-core so that when i boosts it would rather reach an extra 50mhz on all cores! So two new adjustments achieved, first things first, stock cpu does not reach 4.6 on all cores simultanesouly, and that i had seen and was a motivation to overclock. And second thing is the overclock itself, i got an extra 50mhz on all cores simultaneously! So the overclock was very powerful.

When i chose to revert it back to default where it does not reach the highest value 4.6 on all cores and does not have an extra overclock of 50mhz on all cores, i noticed it does not go away.

CMOS reset (both the battery and jumper), Power Cycling, Windows Reinstall, Bought a new Motherboard and New PSU, changed RAM slots, updated bios and reseted bios. Changed monitoring software in hopes that it could have been it. Even though i had done all of these, i still downloaded ryzen master to "reset back to default stock settings" but that still doesnt work.

I contacted AMD, he acknowledged that my ryzen 5 5700x shouldn't reach 4650mhz on all cores. He told me to try a few things even though i had already told them i done them. Then he told me to show evidence, i showed him a video of my cores reaching 4650mhz and he replies saying

"Thank you for the response.
This is an expected behavior.  This is not overclocked.
Your CPU can boost up to 4.6 GHz, that is an expected behavior."

I became furios and wrote to him describing the samw thing i initially described and told him we had both acknowledge that a ryzen 7 5700x is supposed to boost to 4.6 and not 4.65ghz (4650mhz).

Can anybody please help?!

My overclock is PERMANENT!!!

An extra 50MHz is not a "very powerful" overclock, it's not even an overclock at all.

4650 is the default max CPU speed for a 5700X. In fact all of the CPUs have an extra 50MHz cap built in.
