The 95C limit is the maximum temperature the processor is rated to run at.
The CPU will limit the maximum boost speed as you approach the thermal limit.
If you go over the limit the CPU will downclock as much as it can to stay within the limit.
If it keeps getting hotter the CPU will shut the computer down to save itself.
Cooler is always better and will provide higher and more consistent boost speeds.
However as long as you can keep your temperature below the limit anything under 90C isn't really a problem.
It's really hard to damage a CPU by overheating it even if you tried too.
