Fake 7950x?

Truthfully it looks like someone glued a Ryzen 9 7950X lid to a different CPU comparing your photo with the one I posted further down in my reply.

 

All the photos I have seen of the Ryzen 9 7950X indicates what you received is a different CPU with a fake 7950X Cover or lid:

1- where did you purchase your processor? Which Retailer?

    If from Ebay or one of the Foreign type sellers like Alibaba then it is a good chance it is a fake.

 

2- Did it arrive in a sealed Official AMD Retail Box:

If you processor didn't come in a box similar to the photo above it is either a OEM/TRAY or Used or Fake processor.

3- Did the Processor's Serial Number match the Serial Number on the Official AMD Retail Box white label?

 

4- Open a AMD SUPPORT - WARRANTY ticket and input your Ryzen Serial Number from the processor's  lid itself and see if that is a 7950X or a Used or OEM/TRAY processor lid from here: https://www.amd.com/en/forms/contact-us/support.html
