i have a server with a quad AMD opteron 8380 on linux, i want to migrat on Microsoft for used Hyper-V, but does this CPU are compatible ?

So yeah, will work fine.  It does not seem that you have an IOMMU so some of the most recent stuff for server 16's encrypted VM's will only work in a down-level supported context/mode.  That basically means that it will be required to be used in domain attestation rather then TPM/hardware based, I believe.
