I want to check my cpu warranty by its serial number.

It also shows the MFG date and packing type.

They are important to me to check the cpu I bought is new or old inventory.

I was always checking in here but I can't do it anymore.

Is this website crashed or having some problem?

You can always open a online AMD Warranty Request and ask them when your CPU was manufactured from here: AMD Warranty Request Form | AMD 

Here is AMD Warranty for CPU in a Box: AMD Processor in a box (PIB) 3 Year Limited Warranty | AMD 

You have Three (3) Years from the time you purchased the CPU to return it under Warranty.

Looks like the AMD Database for CPU Serial Number was discontinued or changed to another AMD Website.
