The Ryzen 7 5800X has a boost frequency of "up to" 4.7GHz. From the second RM screenshot you can see the processor load is pushing the PPT power limit to 99% of the factory allowable 142W at which point it stops increasing frequency and voltage. (4.5GHz all-core, 1.35V)
This is normal behavior.
As the CPU temperature is still well within allowable range (68°C) you could get more frequency boost if you increase the PBO limits. This falls within the realm of "overclocking" so entirely up to you.
