CPU Throttling Under Stress Test, CPU Cooler issues or something else?
Was having stuttering issues in GTA 5. Decided to run cinebench and noticed constant throlling of CPU voltage, clock speed and temp. Pictures attached of Ryzen master while Cinebench is running. Is my cpu cooler not tight enough or maybe needs more thermal paste? PC runs much cooler than it used to so why is it throttling under stress and stuttering in game? It throttles before it's even close to 90 degrees.

The Ryzen 7 5800X has a boost frequency of "up to" 4.7GHz. From the second RM screenshot you can see the processor load is pushing the PPT power limit to 99% of the factory allowable 142W at which point it stops increasing frequency and voltage. (4.5GHz all-core, 1.35V)
This is normal behavior.
As the CPU temperature is still well within allowable range (68°C) you could get more frequency boost if you increase the PBO limits. This falls within the realm of "overclocking" so entirely up to you.
