CPU speed stuck at 0.54 GHz

I often experience power fluctuation which causes my pc to improperly shutdown. Every time it happens my CPU speed goes to 0.54 GHz and had to restart for it to go back to normal. 

Things I've tried:
I tried numerous suggestion on power management like setting minimum process and more but no luck.
BIOS Flash and fresh windows installation still no luck.

Current Settings:
all default

Specs:
CPU: Ryzen 5 2400g
GPU: GTX 1050ti
Motherboard: B350m Bazooka

Did you try setting the power management plan to maximum performance? also reset the power plan to default settings

Power fluctuations?  Are you plugged into an UPS?  Do you have power issues in your home?  What PSU are you running?
