Have a laptop Acer Predator helios 500 with processor Ryzen 2700. The laptop works fine on Windows 10, but on Linux, under different distributions and using the latest kernel version, it would be downclocked to 548Mhz (CPU freq on windows is 3.2Ghz). This is while setting CPU governor mode to "performance", and using kernel option "power.ignore_ppc=1". If I disconnect and connect again the power cord after it has already booted on linux, it will get to the full speed however. Removing the laptop battery didn't help.
