CPU Clocks Not Dropping

I have a 3700x that seemingly doesn't down clock. It sits at 4200-4300mhz at all times other than once every minute or so it does drop one core to 3400-3600mhz.

I have

  • gone into bios and set it to low current idle
  • changed power plan settings from minimum 99% to 5%
  • reinstalled chipset drivers
  • disabled all startup programs
  • disabled game mode

 

Even in safe mode it sits at 3600mhz on all cores. The bios registers 3600mhz as well.

Is this normal behavior for these chips? My 2600x drops to base clock pretty frequently. This chip seems to ride the boost clock on all cores and only drops one core to the base frequency once every minute or so. It is not overheating or anything I just want to know if this is normal behavior. The only thing I have yet to try is a bios update.
