Computer won't start with Ryzen 9 7900x installed

Hey all, been trying to build a PC for a couple months but I'm having a big issue with the computer. It will NOT start while the Ryzen 7900x is in the Mobo, but starts without it. The Power Supply makes a weird little sputtering noise before shutting most of the PC down every time I start it with the CPU in. The lights on the RAM stay on though. I'm not sure what's going on, replaced parts more than once since the original guy who was helping me build it damaged most of the parts, and none of the PC repair shops in my area can even figure out what's going on with the computer. The answer I've got from all of them is "I've never seen anything like this" before charging me a fee for doing nothing. I'm kind of frustrated, and very much open to any help anyone can offer. Thank you so much!

 

Parts are as follows:

CPU - AMD Ryzen 9 7900x 12 Core 24 Thread 4.7Ghz speed

Mobo - MSI Pro X670-P WIFI DDR5 AM5 AMD Ryzen 7000 Series

GPU - MSI Ventus GeForce RTX 3060 Ti 8GB PCI Express 4.0 ATX

RAM - Game Spider 4 32GB (16x2) Gaming DDR4 3200MHz with Heatsink 288-Pin C16

Power Supply: Cooler Master MWE Gold 1250 V2 Fully Modular, 1250W, 80+ Gold Efficiency, Quiet 140mm FDB Fan

DDR4 ram is not supported on AM5. 

Check the motherboard compatibility list for supported ram modules.

My bad, I listed the ram I replaced, the ram i currently have is DDR5, but i can't seem to find the purchase order for it. I'm going to keep digging. Thanks!

So the ram I have is Corsair Vengeance RGB DDR5 32 (16x2)
