Is it safe to change the maximum processor state for Ryzen CPUs? Any incompatibility that I should expect?

Yes it's safe, though since it's not a notebook and Ryzen both runs cool and has a high temperature tolerance, there's really no reason to.
Yea there's no problem in letting the CPU run at 100%, which is what it was designed for.

The problem is that I'm way too sensitive about my hardware temperatures and stuff like that and I'm trying hard to keep them in a healthy condition. You know, I rarely buy a new hardware/computer (Something like every 5 years) and their life span matters a lot to me.
