Are you asking whether a 5000-series chip will work with the motherboard you have?  That depends on the motherboard.  If it supports the 3900X, then probably.  You'll have to specify what motherboard you have to get a firmer answer.

Are you asking if there's some kind of trade-in program to turn in the 3900X and get a faster model, like with a car?  I'm pretty sure that's not a thing.

yeah does msi have an upgrade program

If you mean if your Motherboard will support the Zen 3 CPUs if it supports the Zen 2 CPUs. Depends on your motherboard BIOS and CPU SUPPORT List at the Motherboard's Support site.

I believe all 5xx series Motherboards supports the new CPU with a BIOS update coming out at this time.

The 4xx series Motherboards won't support the new CPUs until next year with a BIOS update.
