Can Ryzen 7 3700x and asus geforce rtx 2080 oc do hrd/4k/uhd gaming and streaming on a samung nu8000 49inch Screen?

I want to see netflix, google play, or Mircrosoft movies streaming in 4k hrd on my pc rig. My specs are ryzen 7 3700x cpu, asus geforce rtx 2080 oc gpu, ddr4 2x8 16 gb 3200mhz ram and a samsung nu 8000 49inch tv. Can some one tell me if there is a way to get my pc rig to stream in uhd with the hrd mode on. Can I install the pioneer 4k blu ray opical drive to this set up as well? I have an asus tuf gaming x570-plus wifi motherboard

You may want to open a thread at Nvidia Forums and ask there since you have a RTX 2080 which is from where the video signal to your tv will be coming from.

Also, are you able to "enable" HDR Mode in Windows with your TV connected?  Plus in Windows under Display, what Resolutions are showing? 4K? with HDR enabled?

Also what type of connection are you going to use to connect the TV to the GPU Card? HDMI, Display Port, DVI-D, etc.
