Am I able to reuse the stock cooler I have, or will I need a new one?

The R5 2600 came with an older Wraith Stealth variant rated for 65w and the 5700x is a 65w TDP chip. It'll work, provided you clean and repaste it correctly. It won't do a great job, but it should run within specs. Honestly, I'd seriously consider buying a new cooler.

I have a 5700X and I wouldn't skimp on a decent cooler. You can get a nice one for around 50 USD. This is what cools my 3950X, which usually runs significantly hotter than a 5700X.

You probably can, if the sockets match and if the CPU cooler TDP exceeds the TDP of the CPU. But keeping in mind you are dealing with budget CPU`s you shouldn`t have any problems with TDP.
