Can I buy Mobile Cpu Like Ryzen 3 5400U

I Wanna Buy mobile cpu cause I want a build my own laptop with it you could be saying the how. I Have A friend who knows how to make a pcb and also I have soldering tools 

idk where to get the pin out but I have 2 main Questions To answer 1.Can I buy Any Mobile Cpu 2.Can I make my Own motherboard etc.

 

I know About Framework There cool But I wanna build one Myself

I believe all of AMD Mobile Processors are OEM or Tray processors sold directly to OEM manufacturers and not through Retailers.

If you are a company or connected to a company maybe you can contact AMD Corporate directly.

Best thing to do is simply purchase a used laptop and remove the processor from the laptop and use that to troubleshoot and build a new laptop with.

To install and remove soldered Mobile processor from a laptop motherboard takes specialized soldering tools and equipment unless you purchase a Mobile processor that can be replaced easily and isn't soldered to the motherboard.

Creating a new motherboard is probably beyond most person's abilities unless they are a electronic manufacturing company that has the specialized equipment to create a motherboard plus the technical and engineering expertise to create the electronic layout of a motherboard.

Maybe you can link some retail sites that sells OEM AMD Laptop processors.

The only Retailer/Vendor that might sell OEM AMD Laptop processors are those from China or some other foreign country through possible Ali Express as an example.

I googled Ryzen 3 5400U and nothing came up except that processor being sold in a PC or Laptop.
