I am trying to choose system memory for TR 3960x system with a ASUS PRime TRX40-Pro motherboard, the 3960x specs say DDR4 3200, but the motherboard will take up to DDR 4 4666, I do not plan on overclocking, and am reading about memory speeds, channels, and memory fabric and am a little confused as to what to buy. Any suggestions?

It depends on how many DIMMs are you planning to use. TR officially supports up 3200Mhz with 4 sticks (1 per channel) but If you are planning to use more the official support falls to 2667 Mhz.

If you are buying new memory for this build the best source of compatibility is the Motherboard's Qualified Vendor List (QVL).
